North Andover Officer Shot by Colleague Faces Felony Charges Amid Allegations of Police Misconduct

July 10, 2025 — Kelsey Fitzsimmons, a North Andover police officer who was shot in the chest by a fellow officer during an attempt to serve her a restraining order, now faces three felony charges including assault to murder. The incident, which occurred last Monday while Fitzsimmons was off-duty and on administrative leave, has sparked controversy.
Fitzsimmons’s attorney claims she is being unfairly targeted to divert attention from what he describes as a “botched response” by the North Andover Police Department (NAPD). The restraining order was filed by her fiancé, citing fears for his life and that of their child, and alleged past violent behavior.
Despite limited details from officials, Fitzsimmons remains hospitalized in stable condition. Her lawyer emphasizes her struggle with postpartum depression at the time and criticizes the use of deadly force by police in the incident.
Attorney Timothy Bradl has vowed to fight the charges and demand transparency, highlighting concerns about police training and “officer created jeopardy” in situations involving mental health issues.
The NAPD has yet to comment on the allegations.
