What Happened

A horse owner, bettor and professor of economics is facing a lifetime ban from the Horseracing Integrity and Safety Authority (HISA) after he accessed confidential horse health data.HISA charged Marshall Gramm with fraud on Aug. 17 resulting from his "unauthorized access" of several horses' information that is typically only accessible to the horses' connections, like its trainer and owners, as well as regulatory veterinarians. Gramm is a Rhodes College economics professor in Memphis, Tenn.

HISA accused Gramm of "deliberately and methodically" using the HISA Portal to gain access to vet records and past performance data reports of at least nine horses he claimed from early May to July.
