Tornado watch vs warning meaning as tornado confirmed in Delaware

Parts of Delaware are under a tornado warning as severe weather hit most of the First State on Aug. 20 with storms bringing heavy rains, hail, 70 mph winds and possibly tornadoes. A tornado formed over Hartly in the early evening, the National Weather Service confirmed.
