National Guard shooting in DC raises questions about use of force, legal authority

Two military law experts interviewed by 7News said the shooting highlights the complicated legal questions surrounding the National Guard's ongoing deployment in Washington. Police said the Guard members attempted to stop the fight when a man involved in the altercation pulled out a gun and began shooting.
