Kwon Dae-young move spurs rapid FSC reshuffle as Korea eyes internal promotion

Kwon Dae-young move

FSC braces for swift senior shake-up with insiders tipped for vice chair and agency posts

Official response and confirmed impact

With former Financial Services Commission Vice Chair Kwon Dae-young appointed as first vice minister of the Ministry of Economy and Finance, attention is turning to the remaining senior-level personnel moves at the Financial Services Commission (FSC).

First-grade officials are typically reassigned to related financial institutions such as the Financial Supervisory Service.

Because the FSC vice chair oversees the execution of national financial policy and coordinates with the market, business circles, and the political arena, some inside the agency say a successor must be named quickly ahead of the National Assembly's audit.

There are four first-grade officials from within the FSC: Secretary-General Shin Jin-chang (40th civil service exam), FSC Standing Commissioner An Chang-guk (41st), Securities and Futures Commission Standing Commissioner Park Min-woo (40th), and Korea Financial Intelligence Unit Director Lee Hyung-joo (39th).

Although the FSC vice chair can be appointed from academia or research institutes as well as through internal promotion, in this case no outside candidate has yet surfaced on the shortlist.

Incident background

According to the financial authorities on the 2nd, the previous day's move of former Vice Chair Kwon to first vice minister at the Ministry of Economy and Finance is prompting expectations in the financial sector that personnel appointments for first-grade officials at the Financial Services Commission (FSC) will accelerate.
