Flooding of small creeks and streams, urban areas, highways, streets, and underpasses as well as other drainage and low lying areas. Some locations that may experience flash flooding include. Philadelphia, Wilmington, Chester, Yeadon, Carneys Point, Folcroft, Swarthmore, Penns Grove, Arden, Chester Township, Chelsea and Nether Providence Township. This includes the following highways. Interstate 476 in Pennsylvania between mile markers 0 and 7. Interstate 95 in Pennsylvania between mile markers 0 and 9. Interstate 95 in Delaware between mile markers 15 and 23
