Repeat sex offender arrested again, accused of flashing at Royal Palm Beach Walmart

A repeat sex offender was arrested Wednesday after allegedly exposing himself outside a Royal Palm Beach Walmart, two years after a similar arrest at Costco. The woman initially thought he was adjusting his clothing or preparing to urinate, but investigators say he turned toward her with his genitals exposed.

According to a probable cause affidavit, a woman spotted Rodarm standing outside a parked vehicle, smoking a cigarette with his pants partially open.
